Server automatically updated to 1.19.4, can't change it back

My friend's server automatically changed to 1.19.4 from 1.19.3, and I can't use forge or optifine since the versions are not out. When it changed to 1.19.4, my friend tried to change it back but it wouldn't change. In general, I have 2 questions.

1) Can he change it back?

2) If he changes it back, will our progess save?

Does he have backups created before the server was launched in 1.19.4?

Not sure. Would the server still reset even if he didnt?

Yes, because that's a warning for reinstalling.
