Sooo there is a modpack I want to request and I was looking through the requirements and it said it had to have 10k downloads. Now the modpack itself had more than 10k .but the server pack had less than 10k. Does it meet the requirements still?

Yes. The modpack in general needs 10k+ downloads, not each file alone.
