Can you make a plugin called fps plus?

Its a plugin that gives a player actual fps

This command /fps give/remove player any amount

pls also i want this plugin cause i get 1-3 fps i have a really bad device

I use 1.16 and i get 1-3 fps i wish there was a plugin that gives a player fps with a command like /fps give player 100

How do i fix this problem?
