Connect to server or slots of the server aren't the problem.
I mean: While the shutdown timer is running and i restart the server, the shutdown timer resets. It's a bug?Sorry if i'm complicating anything, english is such a mess to me.

Yesterday i started my server and my minecraft crashes so i could not login in cooldown time. After this, i tried again, and when the idle time is shown, i restarted the server, and it restarted the idle time too. It's how it works? This seems to be a bug for me.
