Jedoch kann in solch einer Gruppe auch viel Unsinn angestellt werden. Bei Telegram ist es jedem Mitglied möglich das Gruppenbild zu ändern, neue Leute einzuladen und den Namen der Gruppe zu ändern.

The command is /pex user TheCookieCookie add *
Don't miss the *. The * gives you access to all permissions. -

Ah okay, the problem is PermissionsEx. OPs don't have access to Pex so you need Pex permissions.
For example you can use this command to give you permission to every plugin: /pex user TheCookieCookie add * (make sure that you run this command with the console)//EDIT
