How can i add more worlds to the server that I want?

Now I think every works! I hope...

I mean with blanks documents that i can't open them example the plugin: Factions

I tryied using another web browser and still don't works. I 100% sure that I are installing plugins when the server is offline, and i have restored the server but still don't works

I can't download plugins! It's not one plugin, it's every plugin

It's a bukkit plugin(s). I have tryed other version but still don't works

I trying to download plugins to 1.9 craftbukkit, and i hace tryied to download for other version but nothing another happens.

When i download a plugin, it's a blank document downloading with the name of the plugin. I can't do anything with it.
