Does multi mine mod has plugin? I really need that as plugin if it's not doesn't it possible to be an plugin?

Me and my friend have a server from
ATERNOS but its not load in multiplayer so i can figure out its online or not and when its online its says no connection and when i use dynip it says connection timed out and in normal ip some java can't connect long massage and i try that with and without port and with and without vpn even my friend with another minecraft launcher can't connect (my launcher is tlauncher) and i even test it with windowsfirewall off and on but aternos servers aren't loading but another servers load successfuly... And im in iran for just you know and i sure my server is on but it won't work... My server is in 1.16.5 spigot
