It's just an image, we can't (or we don't want) to stop you from posting images. You can't really deny anything or even close the thread.

Yes you can already to that by following the URL to the plugin and downloading it
But do you mean uploading // Browsing your PC for a plugin
But that would mean deinied plugins being used
