I want to go from 1.19 to 1.16.5, sounds weird but i want to use the chisel mod so i could have more blocks to build

I tried to change a superflat server i have been building on to another version so i could install mods, i know it could delete some blocks but that isn't my worry. But when i try to change the version and upload the world and the join it isn't the world i downloaded and not even superflat. Maybe it isn't possible to change versions but if it is could someone please lmk how
