Well the thing is I can't even stay on it, it just kick me out with a keepalivetimeout after like 30 seconds. But for some reason it just work once when I used dynamic IP, after that I tried using it and it doesn't work.

forgot to mention I'm running on cracked server and I changed the version to 1.19 but it randomly worked and sometimes doesn't

So, I've created a 1.19.2 paper server with a world edit plugin with a few world generation datapacks, Once I joined the server anything barely moved, mobs only move their head slowly and items don't drop, Then I lost connection to keepalive timeout. My server TPS is also 20. I've tried it on vanilla and it worked fine although experience some high ping, I've tried it on 1.19 and it didn't seem to have any high ping or anything. Any ideas of what I should do here?
