when u generate the new forge world, and join. you will have the world_nether available in the world option, just upload your nether file there.

Also, are you in a private server, or a public server?

(Private means your own server, and public means someone else's server)

Reset your world, if you would like to keep the world, download it, then regenerate it, then start up the server once, then upload the world-file back.
