Have you tried doing a fresh server with only the citizen plugins you use and see what happens then? To make sure it isn't some conflict with another plugin.

And have you tried setting "debug-mode" to true in the citizens config? And checking.

Sorry, they cannot add plugin which are not available in http://dev.bukkit.org or http://spigotmc.org, And McMMO is already available to Aternos but it will work only in 1.7 since the update in 1.8-1.12 is on Premium mode it means that you need to pay to able to download it
