The correct permissions to grant per-warp permission are as follows:
"essentials.warp" - To allow access to "/warp" at all
"essentials.warp.list" - To allow listing of all warps that user has access to
"essentials.waps.warpname" - To grant access to a specific warp
Note that the warp permission per-warp is "warps" and not "warp".

I think I had this issue when manually editing citizens config a while back, try changing it to "§r"

According to a Google search, citizens has released a 1.19.4 compatible version of citizens (At least their spigot page says they have). I noticed that despite this, the latest version of citizens2 available on Aternos does not support 1.19.4. Please update the plugin.
