You should use a multiple world plugin like MultiWorld for Bukkit. I use it for my server and my experience with it is good. Try it out.

Please add a permission editor. I'm using MultiWorld and non-OPs can't go to my BedWars lobby because they don't have permissions to use the command. Please add this it will help many others too!
