They can only add plugins which are from dev.bukkit.org or spigotmc.org . Not on the link you posted here

I would recommend PermissionsEx more, to be honest. To get pex Prefixes working, You need ChatManagement and Vault with Pex.
If you use Pex, you can solve problem of "prefix not show up" by using this tip too:
If you have EssentialsX, check at config.yml of that plugin, find the line that contains "#add-prefix-suffix: false" (gray text), fix it into: "add-prefix-suffix: true (remove # and change from false to true)
