Timezones have nothing to do with your ping. Timezones only change which time it shows when actually showing a time. With high ping, i assume you mean you are getting lag though?

How exactly does it seem incomplete?
Have you installed dependencies for the plugin if the plugin has those?
And did you install the correct version?
