Try stopping the server, check if the whitelist is disabled in options then. If it isn't, disable it and start it again.

You cant access your backups directly in google drive, however it is possible to connect the google drive account you used for those backups to a new server and use those backups on that new server.

I wouldn't know what causes it as those logs are too uninformative. I can only recommend making a backup and deleting the mods one by one.
