Use permission plugins such as Luckperms so you can give non-ops permission to use those commands.

I'm assuming you're talking about buttons with command blocks:

- either you have command blocks off

- you have a server software not allowing command blocks (bedrock, pocketmine?)

- the command block is just poorly done.
