But if world is generated in 1.13.1 will server tranfer to 1.12 work?

Hi,
my server is not working. When i join game server do not react to commands. After 20-30 second it crash with message timed out. I dont know what to do. (i made server 1.13.1 but then updated it to 1.13.2 and then back) I also have saved server from original version but i cant do anything with it because it is damaged. Please help. (i can give log if you want)
