after downloading the world and testing it in singleplayer, ive realized the problem is server render distance. Any way to change this? I don't mind if it creates lag.

I created a pigman gold farm at the max height above the nether bedrock ceiling but i'm experiencing extremely low pigman spawn rates- i'll get a cluster spawn of like 3 every couple minutes. This issue occurs even when i'm on the server by myself. there are no other mob farms like this in the nether or overworld. The game difficulty is set at medium and the server won't save the change when I set it to hard. I have done /difficulty 3 in game and that appears to change the difficulty temporarily although it doesn't increase spawn rates noticeably. The server is completely vanilla 1.12.2

I'm assuming that there is some sort of mob spawn cap, so I slaughtered most of my farm animals and villagers in the overworld just to be safe and that made no impact.
