I tried it with vanilla and it worked,so I decided to try forge. Forge with no mods on worked fine,but as soon as I put in my mods it stopped working. I will try to take a few mods out and see if it works.
P.S. in my mods folder it says there is a "memory_repo",can you explain what that is please?
Edit: I put all mods back in that I had except the parachute mod and it works fine.

I have indeed restarted the server multiple times.

Ok,so I created a modded server and it worked completely fine yesterday but now it will not work. I tried to look it up,but I didn't find anything on it. Not on the forums and not on google. When I try to join it shows "logging in..." and "loading terrain..." as it should. After doing that it immediately shows "Connection Lost, A fatal error has occurred,this connection is terminated" My friend's pc also says it. I have no idea of what the problem is.
