This plugin has 3 different kinds of government; Democracy, Republics, and Autocracy. Each operate differently, but all allow several factions to unite into one force. Whoever is the leader can dictate things like faction relationships, creating tariffs/taxes, etc. It is in 1.12, however people have mentioned that it works in 1.14
