what dose the error message that I pasted mean: "Our fileserver is currently unavailable. You cannot start your server now. Please try again later."

I tried using spawn protection and tested it by deoping myself, and could still break blocks so, I went in survival mode and I could still break blocks. How can i fix my problem?
