Plugins are compiled source code that can access most Minecraft features through the bukkit API.
Datapacks can only interact with Minecraft in limited ways through commands, loot tables and similar things.

It looks like that pack is too heavy for Aternos.
Even with more resources, it doesn't start fast enough.Increasing the timeout further is not possible.

And the server pack doesn't include and mods, it's just an empty forge server

Adding and managing plugins can be a lot of work.
This isn't a fully automatic process and it will never be one.
