You need to play the snapshots because it isnt released yet. You can find tutorials if you search "minecraft snapshot tutorial".
You basically install this on your server and enable snapshots in your launcher.

in theory you can mod it. Behaviour packs are basically mods. It hasn't been cracked to add a 3ed party mod api like forge or fabric did and it wont support java mods because that is a totally different programming language.

If its actual players no one will stop your server but I can assure you that this wont happen
