Yes, a mod can absolutely stay unpopular forever. If only very few people download it then it will never be popular.

The option is located in the paper-global.yml.
You can't just paste it in there as it has to belong to the unsupported block.

Disable the cracked option.

Modifying a modpack is not possible.
You have to switch to forge for that.
Download your world first, then install forge and upload the world again.
