The portal structure needs more then the end portal frames and the ender Pearl's. Finding the portal in the stronghold can be hard.

Its a 1.14.3/1.14.4 bug just use 1.14.2

That is not the problem. Low Mobspawn rates are a bug in 1.14.3 and 1.14.4. If you use 1.14.2 it should work.
If you want the normal view distance use paper as your software.
