What are the special conditions, is it because its an amplified world?

the thing is, all of our other servers work just fine and they are on 1.14.4, and all of our software that we use are only available for 1.14.4 I.e baritone, optifine, litematica, and even some of our plugins. if this is the case, we will just spawn mobs in manually.

Title mainly says it all, I had to spawn some manually since people were starving to death. The problem is that I have animals turned on and it still doesn't work.

I am using spigot 1.14.4

My server was backed up, I see the file, the server is off, but the button to activate the file, is grayed out, any help?

Edit: I fixed it, I don't know how, and it doesn't work anymore, but I fixed it

Edit 2: I didn't check the date and now we are backed up an entire week
