Hello. I installed mods on my server, but it doesn't start. In all modes, the version corresponds to Forge.

Hello. I wanted to create my own server, add several mods there and put in plugins for private and commands. As I understand, I can’t simultaneously turn on both mods and plugins. How can I do it?
