I made one and it's over 100 MB.

How's the file is corrupt if it's working on single player, and is there a way to fix it?

I've uploaded a resource pack to my server, It only changes the paintings to a custom one I made.
This is the link of the resource pack: https://www.dropbox.com/s/pwhuc6rsywlfq9o/resourse.rar?dl=1
and in server it does show that it's downloading at first but nothing changes, and the resource pack works on single player.
I also get this message You specified a resource pack without providing a sha1 hash. Pack will be updated on the client only if you change the name of the pack. But I can't access server.properties to try that.

So I'd like to know how can I fix this issue.
