So I downloaded the citizens plugin on a 1.15.1 minecraft server and it wont work. I did /npc create KitPvP(The minigame it was supposed to go to)
and whenever I try to run it, It says "An internal error occurred while attempting to perform this command." Is it because of my version? Thanks!

That happened to me also! I played it. I did the same on my server. I think it was my internet connection have you tried that?
So If you got to aternos.org then go to files it shows all your plugins and I have like a million yeah so. I would suggest you can access ALL OF the server files so we can access the server.properties file. Not just the plugins.
