i have just discovered that i also cant drop items out of my inventory

Is there anyone that can answer my question?

Me and my nephew are building a server, not I stumbled upon a problem.
I wanted to make a Prison section with mines etc. but when I want to break blocks with my pickaxe, the items do not drop.
I have tried: setting the spawn protection to 0 and 1, /gamerule doTileDrops true, /gamerule doEntityDrops true, ''item-drop allow'' in worldguard and /region flag __global__ itemdrop allow in the world it self. but nothing helpes.
