well this is what I did, reinstall the software and first I used the plugins, then I inserted a few mods but only those that are for server and I omitted some like betterfps, foamfix, vanillafix etc and then the problem was fixed.

ok this is the problem, some plugins such as ProtocolLib load but most plugins do not load
the mods do load perfectly
the problem is the plugins
