Is there a way to add mods to my server like lucky blocks? If so... how

I have PVP set to On but when i go on my server i try to hit someone and it doesnt work, we are both in survival.
And everything ingame is german like if i change gamemode or stuff it says german words and i cant read it

When i was creating a server, i logged in it said You are not using all the slots! The server will close in 5 minutes!
i checked and i had everything filled out and i had me only in the server out of 8 people.
