Create a reset button in the options of the server. When you click it, a warning/confirmation screen pops up so you can confirm that you want to reset.
After reseting, the plugins (if software let put) are all removed from the files, worlds are reseted and version of the server still the same. This would maybe avoid people creating multiple accounts.
