I Not have any Mods... I have Some plugins but Why server some times startup faster and some times are need very long time?

Some times my server need Very long time to startup (No Queue)
some times console send this error:
[21:11:19] [Aternos System/ERROR]: Server was stopped because it took too long to start. Try reducing the load to avoid this in the future.
can i fix that?
