Are you on the save version of minecraft as the server is set to?

whenever I go into my server with only the chisel mod and CTM MC mod installed I open the creative menu and go to the chisel mod tab and there are no items in it. However, when I go into a regular world with the same mods installed they show up fine just not in the server. the screenshot is what it looks like in the server. Any help would be very appreciated thank you.
