I have noticed that dirt does not change to grass when next to other grass blocks and that leaves do not degenerate on their own. I figure that it may be the same problem that is causing farmland not to hydrate.

Currently it is PaperMC version 1.15.2.

I do have a downloaded map on my server but I don't think that should affect how farmland works.

I am not quite sure what is wrong with my server but when making farmland, it does not hydrate after a hoe has been used on it. The land also doesn't hydrate when the farmland block is placed next to water. The water is on the same level as the farmland and is right next to it. I've also tried the water being one block above.
I've tried removing the plugins on my server, the day night cycle is turned on, and it doesn't hydrate when it rains.
I would appreciate if someone could tell me how to fix this!
