I try to configure the server and install a server software, also I try to start up the server and it let's me do that but when I try to join from minecraft it says that the server is offline even when the wait time for it to start is done

Hello, my friend has made a minecraft server and he added me in the op list and the whitelist but when I try to manage the server it say I need to ask for permission from my friend. How can I solve this? Thank you in advance
