I've used PaperMC and it makes it even worse and I've done it with and without plugins.

I host modded servers lots, I've used tons of modpacks with no lag, yet whenever I try to host a Vanilla server, it is almost unplayable. This happens for me on 1.12+. Is this a problem of the version? My internet is very stable and it only happens with Vanilla.
