This mod which runs in 1.12.2 allows players to break blocks normally except when using their fists. In fact if they do it with their fists, they will take damage. In a certain map I and some friends made, we wanted it to be breakable but not with fists as its an escape game and we didnt want the player to dig with their fists and leave.
