Quark is a fully modular mod with the objective of improving the vanilla gameplay experience. In other words, I would call it "what I would add if I was hired at mojang - the mod". Modules can be turned off and all features can be turned off individually. Some even have more in-depth configs.

This mod adds a lot of cool new features to minecraft (More than 120).

Decorative is a modern minecraft furniture/decoration mod, which adds many 3D modeled decorative items to the game, I think it's a very good mod for the people that want to decorate in a more professional way your Minecraft house/building.
