Hostile mobs don't even spawn in the nether, but they do in the overworld

tried that already

So. im trying to play minecraft with my friends and we've made it to the nether. But we cant kill blaze because the difficulty i the nether is peaceful. But in the overworld the other mobs spawn. I even spawned a blaze in the overworldand it spawned, but it doesnt spawn in the nether
