But, I've found out the way, and would like to share with you, so that more server engineers get help... There is a plugin named Festivals or something like that which allows OPs to set areas and assign those areas commands, my main motive was to set portals and enable a few commands for users, which, is brilliantly fulfilled using Fireworks

And I've gotta place some chain function.

I summoned command block using /give EllipticBaton20 command_block

Then I placed one but it disappeared within seconds...

I want this sorted out as soon as possible...

If there is some 3rd party way, guidance appreciated
