I do, still stuck. I can only change the player cap when i start a new server. And it is permanent.

Hello, I am currently running an SMP server and it seems like I cant add more poeple becuase I cant change the player cap. When I change it, it says that the player cap is changed but really its not. If there is any way you can help me fix this I would be very happy. Thanks for reading!
