so basically my pocketmine server wont start because it fails to load certain plugins, which i cant fix because it wont display what plugins arent being loaded. so my server stops to protect its "integrity' instead of telling me what is broken, if a dev or staff can help out, would be greatly appreciated

Java servers definitely take more time to start than Bedrock servers, but if it actually takes 30 minutes, like alxr said,that's not normal.
yes, thats true, mind if i see your server plugins and ram amount left, maybe thats what causing it. make sure to show screenshots here, i can help
it is possible actually, ill show how you can do it! 
1. go to server home!
2. go to sidebar and click players.
3. Click banned players
4. ban your desired kid. have fun
note: this feature only works on pocketmine. to manually ban someone on vanilla. you would have to make a repeating command block spam kick user , (you can add custom message too btw ) using command line > kick playernameyourgoingtoban reason: yourreasonforban

your using a beta build of the versions server hosting software, you are potentially mixing mods with plugins. id recommend sticking to just plugins or just mod until a stable release of that server software releases

Use geyser Spigot, it works like a charm, just a tip. dont do /reload on your console if your reloading the server and not rebooting, that crashes geyser and bedrock then cant play with java until you turn server off and on again
maybe its because your server cant keep up, check how much ram you have used, and the plugins you have used, and if you can send a logs file, i can help debug that!
maybe its an outdated version of the mod?
java servers are like that, unlike bedrock, able to load a server in under 10 seconds even with over 40 plugins, java loads differently.
I would recommend cutting down on the mods, it takes up ram usage in the server, lack of ram can disconnect users if the player lags out for too long.

the only way to ban a player on vanilla bedrock is to go to the aternos website, click the players sidebar, go to banned players and put their name their or install pocketmine software and use moderation plugins

i suggest installing the multiworld plugin for pocketmine, generate a world via /mw generate YOURWORLDNAME
then go to the aternos website, click the worlds sidebar, then look for your desired world, then click the upload button and import the zip file of the world or the unzipped folder, hope that helps.
