REVISED:
How to obtain command line in Bedrock on Aternos (which also lets you of course, create command_blocks)
1. In the options tab, enable White List and Allow Cheats
2 In the players tab, click Whitelist option and add your minecraft game name
2. In the players tab, click the OP option and add your minecraft game name.
3. In the files tab, click the Server.Properties file (You need to have already generated a world or uploaded a working world. Note: Official MineCraft Store World Templates do not work on Anteros)
5. In the Server.Properties window, make sure that Cheats and Whitelist are enabled.
Then scroll down until you see - Default player permission level
Change the Default Player Permission Level to Operator
6. Go to the Server tab and start your server and enter your world on Minecraft like normal.
7. Once in Minecraft you will have normal command line options available, along with server commands that you do not normally see in Minecraft.
8. Once in the game, use the command_line (aka the back-slash / ) and set the game mode via a game mode command to either Survival, Adventure, Spectator, or Creative. You will retain your OP and Command Lines regardless of which game mode you choose.
9. To give yourself a command block. Enter the command_line area of the game (chat box with a back slash) and use your full name when entering the command.
/give yourowngamename command_block
and then press enter. You can also give yourself up to 5 blocks by adding a 5 at the end.
/give SkyThrusters command_block 5

I came across this information via a Google search. It looks like it could be helpful, it say's command blocks work different on a server. Requires OP and Cheats Enabled. Which I have done.

PocketMine does not have command blocks.
Try typing in the console: give player command_block

By Console, do you mean within the Aternos Server Page where it say's console

Will Pocketmine server allow me to have command codes and allow console players to be able to access the game? If so, I'll try Pocketmine, since this is a fresh world install anyway.

Unfortunately, giving myself OP and Whitelisting my Aternos name and Game Name didn't change the permissions for the in game command lines.

I'm not using caps in the game. =D I just like using caps when I type on my computer.
That being said, it still didn't work. Additionally, I only see the very basic command line options like Help, List, Me, Mixer, Msg, Tell, W

I used /give @P command_block
and
/give @s command_block
But I shall try /give SkyThrusters Command_Block and see if that works

Are you sure it's Bedrock? Isn't it Pocketmine?

I am on Windows 10, with Bedrock 1.16.40. I'm not sure what Pocketmine is.On Aternos, I have the latest Bedrock server software. I've been on Aternos for a while, but never tried to use Command_Blocks until today.

Looking at the server,properties does the authoritative movement need enabled or changing the default member level to Operator perhaps impact the ability of Command Blocks to be enabled?

I do not seem to be able to use command blocks on my bedrock Aternos server.
I do not have an button in options for "Command Blocks", as I've seen posted as a solution in the Java topic.
I do have a "Cheats" button which is enabled.
Will appreciate your most triumphant assistance!
