Hello me and my friend went into the nether and no hostile mobs were spawning? I checked multiple times to see if it was on peaceful or the paper plugin and its not. We only use the skin changer and paper installed.

I have changed difficulties in the nether and restarted the server and nothing changes still no hostile mobs.
I don't know if the nether is locked on peaceful or some thing is disabled. weird
