So I got the resource pack to work, however, It seems only "opped" players are 'forced' to download the resource pack.
Does anyone have a reason why this is?

So I've been trying to install this resource pack for our server but it still doesn't work even when it says download in game.

I have checked these things that could be wrong:

-Pack works at clientside

-Downloading Resource packs is on at clientside

-ZIP instead of RAR

-All resource pack files are correctly in the zip file

-Set the 0 at the end to an 1
