How do you make this like an rpg server, like the ones where you can level up your mining skills, jumpink skill, etc.

My friends and I wanna play, and i messed up my server, how can I completely reset it (like starting a new minecraft world).

Also how do I allow my friends to tp and set home. I am the only one who can teleport, but no one can set their home.

Can I please get step-by-step instructions for each issue I have, I have no idea what i'm doing.
